Homeowners Associations (HOAs) often establish various committees to enhance community governance and ensure residents have a voice in how their neighborhood is managed. Architectural Review Committee (ARC) / Design Review Committee
Purpose: Ensures that modifications or additions to homes comply with community guidelines.
Duties:
• Reviews and approves exterior changes (e.g., paint color, fencing, landscaping).
• Maintains neighborhood aesthetics and property values.
Finance or Budget Committee
Purpose: Oversees the financial health and planning of the HOA.
Duties:
• Prepares annual budgets.
• Reviews financial reports and reserves.
• Makes recommendations for dues, assessments, and cost-saving measures.
Covenants/Compliance Committee
Purpose: Enforces the community's rules and regulations (CC&Rs).
Duties:
• Investigates and reviews potential violations.
• Sends notices or recommends penalties for non-compliance.
• Educates homeowners about community standards.
Landscape or Grounds Committee
Purpose: Manages the appearance and upkeep of common areas.
Duties:
• Oversees landscaping vendors.
• Makes recommendations on beautification projects.
• Monitors tree maintenance, irrigation, and seasonal planting.
Social or Events Committee
Purpose: Fosters a sense of community through events and activities.
Duties:
• Organizes social gatherings (block parties, holiday events, etc.).
• Welcomes new residents.
• Promotes community engagement.
Safety or Security Committee
Purpose: Focuses on the well-being and safety of the community.
Duties:
• Works with local law enforcement or neighborhood watch.
• Addresses lighting, traffic, and emergency preparedness.
• Suggests improvements to security measures.
Welcome Committee
Purpose: Greets new homeowners and helps them integrate into the community.
Duties:
• Provides welcome packets or guides.
• Introduces new residents to rules, contacts, and community norms.
Communications Committee
Purpose: Ensures effective communication between the board and residents.
Duties:
• Manages newsletters, emails, or social media.
• Updates bulletin boards or community websites.
• Promotes transparency and information-sharing.
Nominating or Elections Committee
Purpose: Manages board member elections and leadership transitions.

• Recruits and vets candidates.
